By the end of the three-year phase 2009-2011, TRC intends to recruit a Consultancy Service to evaluate the projects and programs implemented during this period. The technical evaluation will ultimately assess the realization of the objectives, results and impact of the activities implemented through the various programs and projects as stipulated in the Strategic Plan 2009-2011 and the projects’ documents.

How do I apply for the Programs Evaluation 2009 - 2011?

Can I apply by hand?

What things should I think about before I apply for the Programs Evaluation 2009 - 2011?
The core issues to be considered before applying are the methodology, variety of assessment tools and variety of expertise.

Who will draft the Contract?
The contract should be drafted by the evaluating firm detailing the deliverables, schedule, and level of effort. TRC legal consultant and management will negotiate the contract for approval and signature. A minimum of three copies will be signed.

What is the expertise and requirements for the international consultant?
Due to the unique services provided by TRC and the lack of expertise locally in the core program particularly the treatment and rehabilitation of victims of torture and organized violence; an international perspective to this is required. The evaluating firm can thus determine the level of effort and scope of work required form the consultant.
The expert should be a well-known consultant and have experience in the field.

Is there a difference between the projects?
This is an important question. Basically, there are two projects to be evaluated in addition to the Strategic Plan which includes the two projects. The first project (LOT I) is a prevention projects that focuses on media, training of law enforcement agencies personnel, publications etc., whilst the second project (LOT II) is a wider and more extensive project for implemented in the branches. It focuses on treatment, vocational rehabilitation, conferences, in-service training, etc. The Strategic Plan is more comprehensive and covers all these projects in addition to other activities and projects. Therefore three reports should be produced each covering a component.

Who are the stakeholders?
The main stakeholders can be identified as follows:
• Official bodies particularly the relevant ministries
• The various beneficiaries
• The donors' representatives
• The employees

How many interviews are required?
There is no specific number of interviews, nevertheless, the interviews as a qualitative form of assessment should be thorough and comprehensive.

What is the sample size?
The sample size should be representative to the target group examined and depending on the assessment tool used. For instance, the numbers of clients benefited from the treatment program in three year were approximately 3500 person, thus the sample for a quantitative (questionnaire) assessment will be approximately 175 persons.
There is no specific predetermined number for the sample size.

Are there any suggested assessment tools?
There are no suggested tools besides the regular used tools such as questionnaires, interviews, focus groups, etc.
It is worth noting the tools used reflect the extensiveness and depth of the evaluation methodology which is a core issue in the assessment of the proposals. Using proper and suitable tools empowers the proposal.

How can I contact TRC for further information?

What is the eight years experience requirement?
It is the minimum years of experience the evaluation firm should enjoy in such projects either as a company of as team consultants. Thus, if a firm has less than eight years but the evaluations have sufficient experience, it would be acceptable to apply. The experience should be well highlighted and detailed in the CVs and proposal.

What are the most important factors to be considered in designing the evaluation?
The proposals will be assessed taking into consideration the following detrimental factors:
o The methodology and assessment tools
o The visits to the locations particularly the branches a minimum of one visit to each location
o Accuracy and accountability of the team and firm
o Timely presentation of deliverables
o Commitment to the proposed team
o The ability to benchmark the results to internationally accepted standards

Can you provide us with cost estimation?
Unfortunately, it is impartial and unaccepted to provide any cost estimations.

What are the available supporting documents?
TRC will provide the awarded firm with the following documents:
o Copies of the two projects' documents which include the proposal, log frame, budget and action plan
o The strategic plan document
o Any other internal manual or documents within the scope of evaluation required by the evaluation firm
